In a turnkey pool, design, procurement, construction and commissioning go to one contractor under one contract; the scope schedule draws the line.

Short answer

Turnkey pool construction is the model in which design, procurement, construction, commissioning and operator training for a pool project are awarded to a single contractor under a single contract.

A turnkey project is one built so that it can be handed to the buyer as a finished product; the term comes from the idea that the client only needs to turn the key once they take it over. The contractor delivers the work ready for use, for an agreed price and on a fixed date, and after completion carries the legal responsibility for design, fitness for purpose and performance.

For a pool, this means the client does not coordinate between the excavation crew, the concrete contractor, the plumber, the tiler and the equipment supplier. There is one point of contact, and that party is responsible for the pool holding water, the equipment working and the water staying in balance. This article explains what the model is, where the scope ends, and how the contract and stage payments are set up; the technical sequence of the build is the subject of a separate article on construction stages.

Short answer

Most disputes start at the edge of the scope.

The table below gives the typical turnkey scope for a reinforced concrete villa pool and the items that fall outside it; in every contract the table is rewritten for the project and signed by both parties.

Turnkey pool: scope schedule

ItemIncludedExcluded (quoted separately)
DesignGeotechnical survey coordination, preliminary design, structural and mechanical construction drawings, as-built drawingsLandscape architecture design, garden lighting design
PermitPreparing the permit file and submitting it to the municipalityPermit and zoning fees, chamber of architects and engineers approvals
Excavation and groundSetting out, excavation, spoil removal, perimeter drainage, blinding concreteRock excavation allowance set by the survey; ground improvement as a separate item
ShellReinforcement, formwork, C30/37 concrete, waterstop, curing, test samplesRetaining and terrace walls outside the pool
PipeworkSuction and return lines, main drain, balance tank lines, pressure testBringing the plot's main water and power supply to the plant room
Plant roomInstallation of pump, filter, dosing, heat pump and control panelThe plant room structure (building) and dehumidification unit, unless written separately into the contract
Waterproofing and finishFlexible waterproofing, water-tightness test, ceramic or glass mosaic, epoxy grout, coping stonePool surround paving and decking, unless written into the contract by the square metre
CommissioningFirst fill (excluding the cost of the water), water balancing, automation settings, operator trainingCost of the first-fill water, first-season chemical stock
Handover documentsCommissioning report, handover certificate, equipment warranty documents, operating manualInsurance policies
The table shows the typical scope for a villa pool; in hotel and residential complex projects, an indoor pool enclosure, a dehumidification unit and a spa area are added to the contract as separate items.

The three most disputed rows of the table are the pool surround paving, the plant room structure and the main supply lines. All three are needed for the pool to work, but none is part of the pool shell; in a turnkey quotation they are either written in square metres and metres or explicitly excluded. An item that is not written down is the item argued over at handover.

Short answer

A turnkey contract brings the scope schedule, the technical specification, the programme, the payment plan and the warranty terms together in one document.

The technical specification covers the concrete class, water/cement ratio, reinforcement, waterproofing layer, finish material, equipment make and model, and target water values; work that is not specified gets built in its cheapest form. The programme leaves an allowance for weather and permit time and defines delay penalties in both directions.

Mandatory clauses of a turnkey pool contract

  1. 01Scope schedule: included and excluded items, with square metre and metre units.
  2. 02Technical specification: concrete class and water/cement ratio, reinforcement, waterproofing, finish, equipment list (make, model, capacity), target water range.
  3. 03Ground conditions clause: a unit rate for rock and groundwater, or an additional item tied to the survey; it prices the surprise inside the contract.
  4. 04Programme: start condition (permit and advance payment), stage dates, weather and permit allowance.
  5. 05Payment plan: the document each payment depends on (record, test, report).
  6. 06Acceptance and handover: commissioning report, water-tightness test result, operator training and the list of documents.
  7. 07Warranty: separate periods for shell water-tightness, finish and equipment (manufacturer warranty), and exclusions for misuse.
  8. 08Change management: the written price and time effect of every change made at the client's request.

Two sentences in the definition of turnkey form the backbone of the contract: the work is delivered ready for use for an agreed price and on a fixed date, and after completion the contractor carries responsibility for design, fitness for purpose and performance. The second sentence requires the contractor to draw or approve the design itself; a contractor who builds someone else's design without questioning it cannot take on turnkey responsibility.

Short answer

In the turnkey model, payment is tied not to a calendar date but to the document proving the completed work.

Each stage payment matches the check output of one construction stage: the first payment with the geotechnical report and approved design, the second with the excavation level record and drainage photographs, the third with the concrete test samples and pour record, the fourth with the pressure test and water-tightness test records, the fifth with the finish checklist, and the final payment with the commissioning report and handover certificate. This arrangement saves the client from paying for work they have not seen, and the contractor from defending work that was never documented.

This is the rule we have applied in the pool projects we have commissioned since 1993: design first, payment second. The turnkey contract is signed once the design and ground survey are complete; the survey and preliminary design stage before it is carried out for a separate, small fee or within the scope of the quotation.

Short answer

A turnkey pool is handed over with a complete file.

Without that file the owner knows neither where the buried pipes run nor which settings the equipment runs on; at the first fault the contractor is called, and every call becomes a warranty argument. The contents of the file are listed in the contract, and the final payment is tied to its delivery.

Handover file

  • As-built drawings: shell dimensions, buried pipe routes, balance tank and plant room layout.
  • Test records: concrete sample results, pipework pressure test, water-tightness test.
  • Commissioning report: first-fill water values, filter starting pressure, pump run times, dosing and automation settings.
  • Equipment file: make, model, serial number, warranty document and user manual for every unit.
  • Operating manual: weekly maintenance list, test log template, chemical storage rules, winterising and opening instructions.
  • Training record: date and content of the operator training given to the owner or staff.
  • Warranty certificate: periods and scope for the shell, finish and workmanship.

Glossary

Turnkey
Awarding design, procurement, construction, commissioning and training to a single contractor under a single contract; the contractor carries performance responsibility after completion.
Scope schedule
The table annexed to the contract that lists included and excluded items with their units; the safeguard against handover disputes.
Technical specification
The document setting out concrete class, reinforcement, waterproofing, finish, equipment and target water values; work that is not specified gets built in its cheapest form.
Stage payment
An interim payment made against a completed work item; in the turnkey model each stage payment is tied to a document.
As-built
The final drawings made of the work as it was actually built; the first item in the handover file.
Change order
The written price and time effect of work requested by the client after the contract is signed; a verbal change creates a scope dispute.

Short answer

In our exports to 14 countries, the turnkey model uses the same scope schedule as at home, with three items added.

The first is logistics: the equipment travels by container, customs and conformity documents enter the programme, the container packing list is derived from the commissioning sequence, and a spare parts allowance is added. The second is labour: the structural work is done by a local crew, while pipework and commissioning are carried out under the supervision of our Turkish technical team. The third is the operational handover: training and the operating manual are prepared in the local language. In Algeria we delivered the complete spa of the Sofitel Algiers Hamma Garden for CSCEC using this model.

Short answer

The turnkey model comes from the idea of delivering a complete whole that the buyer only has to switch on, and it differs both from manufacturing to the buyer's full specification and from the buyer finishing an incomplete product themselves.

Established in industrial plant and building construction, the model brings two features to the fore when adapted to pools: a pool is a structure that can be tested with water, so performance is measured at handover; and a pool is operated every week after handover, so training and the manual are part of the product.

The short rule follows from this: turnkey pool construction starts with a scope schedule, its price is fixed once the ground survey and design are complete, each stage payment is tied to a document, there is no handover before the water-tightness test and commissioning report are passed, and no final payment is taken without the handover file. The model gathers responsibility for the pool construction process in one place; the condition is that the contractor taking that responsibility draws or approves the design itself.

When the ground survey and construction drawings are complete. Any figure given before that is a budget estimate and changes if rock or groundwater is found. The ground conditions clause in the contract prices these possibilities in advance with unit rates.
